Most of our diplomacy officials attached overseas not only lack skills in public relations, but are also too shy when meeting with officials from other countries.

They may be only "malu-malu kucing" or worse - still trapped in their "jaguh kampung" mentality. Then any training should begin early preferably when they are still in secondary schools and not when they are too advance in age and not susceptible change.
